Hi. I am not sure that this information can help you but I'll give it to you.
You have the possibility to make up a written petition aimed to change Ukrainian migration law or to implement new drafts. This petition to be considered must be followed by 25.000 Ukrainians. Perhaps it might be a working solution.
Many people leaving from Ukraine and giving up its citizenship are puzzled about the procedure. The only one thing we can do is to wait :)
You can check if you have reasons to apply for German citizenship without having to give up Ukrainian one according to the paragraph 12 StAG.
